Pretty much the most important building on the island, where any major issues are delt with. However, Tropico being a close-to-perfect place, not many issues have had to be dealt with YET... The Grand Town Hall is usually used as a function center - the perfect place it you want a million dollar, sparkly night time wedding, smashing 21st or a Masked New Years Ball.
